Design means and is two separate things. It is both a process undertaken by a person or a group of people, and it is also the result of the process.

A good process does not necessarily lead to a good design.

...and likewise, a bad process does not necessarily lead to a bad design.

Although, in general, a good process is better.

Design processes may be more or less controlled.

Did an Omnipotent God purposefully and consciously design and create the natural world in every detail?

...or did an evolutionary process result in the myriad of complex interdependent systems?

...and if so, is "design" really the right word? Any attempt to uncover an overall "design" will be certain to fail.
